In an effort to meet the needs of the Rehabilitation Services Administration, the state rehabilitation agencies, and community rehabilitation programs, San Diego State University (SDSU) has developed a program entitled, "Post Employment Training in Rehabilitation Administration" (PET-RA) This program consists of a, 21-semester hour graduate certificate in Rehabilitation Administration. The intent of the program is to provide academically credited, continuing education for rehabilitation personnel who are, or who will be, coordinating and managing programs for consumers served through the state/federal rehabilitation system.

StudentsThe post-baccalaureate certificate curriculum includes content areas such as supervisory theories and procedures, organization diagnosis and development, leadership, personnel management, fiscal management, program evaluation, legal and legislative developments, governance, policy development and program implementation. There is a close working relationship between SDSU and each individual's participating agency to insure a link between theory and practice. This certificate is intended to serve as a career ladder for state agency rehabilitation professionals who have consistently demonstrated a strong commitment to the field of rehabilitation and who will serve as the future leaders within their respective state agencies.

StudentsThe nature and scope for the curricwulum is based on a systems approach to education that is responsive to national, regional, state, and local needs. This approach focuses on the rehabilitation delivery system within the state/federal program, and acknowledges the interdependency of different systems that affect this delivery. It acknowledges the content topics and delivery strategies that are responsive to organizational and/or participant needs.

The goal of this program is to: develop and enhance the administrative and supervisory skills of personnel employed as service providers, supervisors, and administrators for rehabilitation services in state VR agencies in Arizona, California, and Nevada, Tribal VR and CAP programs in these states.

The Courses

All certificate courses are a part of the graduate curriculum of San Diego State University through the Administration, Rehabilitation, and Post-Secondary Education Department (ARPE).

Courses include:

  • ARP 610 - Educational Leadership ( 3 units)
  • ARP 680 - Seminar in Rehabilitation Administration (3units)
  • ARP 710A - Organization Development in Rehabilitation (3units)
  • ARP 740 - Advanced Seminar in Administration (3 units)
  • ARP 745 - Internship in Rehabilitation (3units)
  • ARP 755 - Rehabilitation Governance & Policy Development (3 units)
  • ARP 798 - Special Study in Rehabilitation Administration (3 units)

Special projects in continuing education activities are included in rehabilitation administration competencies related to:

  • public policy systems
  • community and constituency systems
  • human resource systems
  • quality assurance systems
  • organizational development and planning
